Flood history is the relevant record
Remediation is not a permit-heavy activity, so the city's value here is historical rather than procedural. A parcel inside a mapped floodplain, or one with a record of past flooding, changes what an assessment should look for — contamination inside wall cavities from an earlier event rather than only what is visible today. Historic designation matters only if remediation requires exterior work.

Citywide flood mapping cannot tell you whether your specific property has taken water, what is inside the wall cavity, or what is keeping the material damp now. Establish the history with the city and the moisture source with an assessor who does not also sell the removal.
